The Central Intelligence and Action Bureau (B.C.R.A.) prepared the BLUE sabotage plan at the request of the Special Operations Executive (S.O.E.).

These actions of resistance were aimed at the destruction of the high voltage power lines from the night of June 5 to June 6, 1944, as part of the Allied landings in Normandy. The lines supplied electricity to railways and coastal areas.
